Recently, Guangzhou launched its latest "Talent Green Card" policy, introducing eligibility criteria for 10 types of Chinese and foreign talent to apply for the card. In addition to highly skilled individuals, those with a master's degree from one of the world's top 300 universities, managers or technical experts working on key projects, or those earning an annual salary at least six times higher than the average social wage in Guangzhou are eligible to apply forthe talent green card.

The talent green card is divided into two categories: A Card and B Card.A Card is available to six types of talent, providing them with 15 benefits, while B Card is available to four types of talent, offering three benefits.
Upto this point, Guangzhou has issued over 13,000 green cards to individuals with talent, with more than 10% being overseas talents.
Who qualifies for an A Card?
1.High-leveland highly skilled talent recognized or audited by the Guangzhou Municipality.
2.Overseas talent with experience in overseas work, study, or entrepreneurship.
3.Individuals with postdoctoral research experience, a postgraduate degree fromuniversities and scientific research institutes (including militaryresearch institutes) and a doctorate, a postgraduate degree from one of the top 300 universities globally and a master's degree or higher, or an undergraduate degree from one of the top 200 universities globally and a bachelor's degree or higher.
4.Those serving as middle or senior managers or technical experts in the primary organizers of Guangzhou's annual key projects, primary organizers of Guangzhou's strategic leading industry projects, enterprises recognized by the Guangzhou Municipality, or investment projects in key industries introduced by the Guangzhou Municipality.
5.Foreign (overseas) talent earning an annual salary not less than six times the average social wage of Guangzhou in the previous year and paying individual income tax of more than 120,000 RMB in the year following the annual settlement.
6.Talent who possess specialized skills identified by relevant departments and meet the needs of Guangzhou's economic and social development.
Whoqualifies for a B Card?
1.Talent who work in Guangzhou for no more than six months each year or have cooperative relations with relevant departments in Guangzhou.
2.Talent who work in Guangzhou's government departments and public institutions for no more than six months.
3.Talent who start businesses or work in regions such as the Guangzhou-Foshan High-quality Development and Integration Pilot Zone and the Guangzhou-Qingyuan Special Economic Cooperation Zone for six month severy year. The specific number and list of personnel eligible to apply for a talent green card under this condition will be determinedby the municipal talent affairs department.
4.Talent who meet the talent application requirements of each district in Guangzhou.
A Card holders can enjoy 15 benefits, including the following six situations:
1.After obtaining the "Foreigner Work Permit," foreigners can applyfor work-type residence permits with a validity period of at least 90 days and a maximum of five years. Those who meet the requirements ofthe foreign talent visa policy can renew their permits for zero-time, one-time, two-time, or multiple-time R visas, with a validity period not exceeding five years and a stay period of no more than 180 days.
2.Cardholder scan apply for ordinary passports, Exit-Entry Permits for Traveling toand from Hong Kong, Macao, and Taiwan, and various endorsements in Guangzhou in accordance with regulations.
3.High-level overseas talent and technical experts who return to China to settledown or work for one year or more can enjoy customs clearance and tax exemption policies, as per regulations, for a reasonable amount of scientific research, teaching, and personal use items.
4.Cardholders who meet the conditions for household registration in Guangzhou canbenefit from expedited procedures.
5.Cardholder scan apply for talent apartments or shared property housing.
6.Cardholder scan benefit from expedited procedures when applying for a residence permit.
B Card holders can enjoy three benefits, primarily including theability to deposit and withdraw housing provident funds, apply for amotor vehicle driving license, and purchase houses. Foreigners oroverseas Chinese individuals can purchase a house for personal use in accordance with relevant state regulations.
How to apply for a Guangzhou Talent Green Card?
Applicants should complete the form and submit the required documents (originaland copy) to the Guangzhou Municipal Human Resources and Social Security Bureau (http://rsj.gz.gov.cn/) either individually or through their employer. The original documents will be returned after verification.

5.年薪不低于上一年度广州市社会平均工资六倍，且在年度汇算后一年缴纳个人所得税12万元以上的外籍（境外）人才。
6.具备有关部门认定的专业技能，适应广州经济社会发展需要的人才。
谁有资格获得B卡？
1.每年在广州工作不超过六个月或与广州市有关部门有合作关系的人才。
2.在广州市政府部门和事业单位工作时间不超过六个月的人才。
3.每年在广佛高质量发展融合试验区、广清经济特区等地区创业或工作6个月的人才。在这种情况下，有资格申请人才绿卡的具体人数和人员名单将由市人才事务部门确定。
4.符合广州市各区人才申请条件的人才。
A持卡人可享受15项福利，包括以下六种情况：
1.外国人在取得《外国人工作许可证》后，可以申请有效期至少为90天、最长为5年的工作型居留许可。符合外国人才签证政策要求的人员可以续签零次、一次性、两次或多次R签证的许可证，有效期不超过五年，停留期不超过180天。
2.持卡人可按规定在广州申请普通护照、出入境香港、澳门、台湾通行证和各种背书。
3.境外高级人才和技术专家回国定居或工作满一年的，可按规定享受合理数量的科研、教学、自用物品的通关免税政策。
4.符合广州户籍条件的持卡人可享受加急手续。
5.持卡人可申请人才公寓或共有产权住房。
6.持卡人在申请居留许可时可以享受加急程序。
B持卡人可享受三项福利，主要包括住房公积金存取款、机动车驾驶证申领和购房能力。外国人或者华侨个人可以按照国家有关规定购买自用住房。
如何申请广州人才绿卡？
申请人应填写表格并向广州市人力资源和社会保障局提交所需文件（原件和复印件）(http://rsj.gz.gov.cn/)无论是个人还是通过雇主。原始文件将在核实后返回。
