Starting from December 1st, 2024, foreigners' work permit cards and social security cards (SSC) will be merged into a single card.
Here are some related arrangements and notices:
The new application, extension, modification, and cancellation of work permit cards are handled entirely online through the ‘Service System for Foreign Nationals Working in China’. Foreigners no longer need to apply for a work permit card upon entering China.
Changes of the process
Apply for and obtain "Notification Letter of Foreigner’s Work Permit".
Apply for Z visa
Use the "Notification Letter of Foreigner’s Work Permit" to apply for the Z visa at the local Chinese Embassy or official visa service center.
Obtain the social security card
After entering China, foreigners can download the APP of electronic social security card on their mobile phones, obtain an electronic social security card with work permit information.
Apply for residence permit
Foreigners can go to the public security exit-entry department at their work location to apply for relevant residence permits.
Relevant departments can directly verify the information through the information system, or they can inquire about and obtain foreigners' work permit information by viewing the electronic social security card or scanning the work permit QR code.
For those who have already obtained a physical work permit card for foreigners, following the principle of "no change, no replacement", the process will be handled according to the new integrated card and permit procedures when the existing work permit is extended or modified.
Relying on the social security cards, services such as querying and downloading work permit information, QR code verification, and related notification messages can be achieved.
Based on local conditions, local human resources and social security departments provide foreigners with human resources and social security services such as business information inquiry and benefit subsidy collection through social security cards.
As per the latest announcement from the 'Service System for Foreign Nationals Working in China', there will be a temporary suspension of the system for two days to accommodate updates in alignment with new policy directives.
