Declaring temporary accommodation registration means that persons without Chinese ID cards who want to stay in hotels, restaurants, inns, hostels, schools, enterprises, institutions or agencies, groups and other Chinese institutions must present valid ID and fill in the temporary accommodation registration surface.
In accordance with the relevant provisions on temporary accommodation registration and management in the "Exit and Entry Administration Law of the People's Republic of China":
Article 39 When foreigners stay in hotels within the territory of China, the hotels shall register their accommodation in accordance with the relevant regulations on public security management of the hotel industry, and submit the foreigner’s accommodation registration information to the local public security authority.
If a foreigner lives or stays in a residence other than a hotel, he or the person staying there must register with the public security organ at the place of residence within 24 hours after checking in.
Article 76 If any of the following circumstances occurs, a warning will be given and a fine of not more than 2,000 yuan may be imposed:
1. Foreigners refuse to allow the public security organs to inspect their exit and entry documents;
2. Foreigners refuse to submit their residence documents for inspection;
3. Failure to register the birth and death of foreigners in accordance with regulations;
4. The registration items in the foreigner’s residence permit are changed and the changes are not handled in accordance with the regulations;
5. Foreigners in China fraudulently use other people’s exit and entry documents;
6. Failure to register in accordance with paragraph 2 of Article 39 of this Law.
Since the registration of temporary accommodation for foreigners in China is so important, what materials are needed for individual foreigners to register?
1. The original of my valid entry and exit documents (foreigners generally hold passports; Hong Kong and Macao residents generally hold Mainland Travel Permit or Residence Permit for Hong Kong and Macao Residents; Taiwanese residents generally hold Mainland Travel Permit, Travel Permit or Residence Permit for Taiwan Residents; overseas Chinese hold China passport or travel document).
2. If the overseas personnel and the host are relatives and friends, provide the host’s name, ID number, contact number, address and other basic information.
3. Rental contract, house purchase contract, real estate certificate, etc. (For overseas residents who rent a house, please provide the original rental contract, as well as the landlord’s name, ID number, contact number, etc. If it is rented by a receptionist or work unit, in addition to the original rental contract, It is necessary to provide a description of the reception or work unit; if the house is purchased by an overseas person, the original real estate certificate or house purchase contract must be provided).

申报临时住宿登记,是指没有中国身份证的人士在宾馆、饭店、旅店、招待所、学校、企业、事业单位或者机关、团体及其他中国机构内住宿,应当出示有效证件,并填写的临时住宿登记表。
依照《中华人民共和国出境入境管理法》中对临时住宿登记管理的相关规定:
第三十九条外国人在中国境内旅馆住宿的,旅馆应当按照旅馆业治安管理的有关规定为其办理住宿登记,并向所在地公安机关报送外国人住宿登记信息。
外国人在旅馆以外的其他住所居住或者住宿的,应当在入住后二十四小时内由本人或者留宿人,向居住地的公安机关办理登记。
第七十六条有下列情形之一的,给予警告,可以并处二千元以下罚款:
1.外国人拒不接受公安机关查验其出境入境证件的;
2.外国人拒不交验居留证件的;
3.未按照规定办理外国人出生登记、死亡申报的;
4.外国人居留证件登记事项发生变更,未按照规定办理变更的;
5.在中国境内的外国人冒用他人出境入境证件的;
6.未按照本法第三十九条第二款规定办理登记的。
既然外国人来华临时住宿登记这么重要,那么外国人个人进行登记需要哪些材料?
1.本人有效出入境证件原件(外国人一般持有护照;港澳居民一般持有港澳居民来往内地通行证或居住证;台湾居民一般持有台湾居民来往大陆通行证、旅行证或居住证;华侨持中国护照或旅行证)。
2.境外人员与留宿人是亲友关系的,提供留宿人姓名、身份证号码、联系电话、住址等基本信息。
3.租房合同、购房合同、房产证等(境外人员租赁房屋居住的提供租房合同原件,以及房东姓名、身份证号码、联系电话等,若系接待或工作单位租赁的则除租房合同原件外还需提供接待或工作单位说明;若房屋系境外人员本人购买的,则提供房产证原件或购房合同)。
